Marilyn L. Johnson, MAS

Legislative Analyst

Marilyn L. Johnson, MAS, has more than 25 years of legislative experience, having worked for both Democrats and Republicans, on personal and committee staffs. During that time, she researched and evaluated legislation and issues pending in the House, the Senate and the Executive Branch to adequately prepare the congressmen and senators for the numerous forums in which they participated. Ms. Johnson became proficient in preparing detailed reports and responses to constituent inquiries on health, education, banking, housing, labor, judiciary, and budget issues.  She not only helped facilitate hearings, conferences, and meetings with constituents and representatives of special and public interest groups, but handled casework, which consisted of determining constituent needs and working with appropriate agencies to resolve problems. Ms. Johnson left Capitol Hill to accept a legislative analyst position, which was created by Howard University to take advantage of her skills and contacts.   She worked for Howard in a variety of positions and was so impressed with the Institution that she enrolled in the doctoral program in the Department of Sociology so that she could better understand the role of culture in decision making.

Ms. Johnson is deeply concerned about the continued disparity among populations in the United States.  To that end, she lectures across the nation on the impact citizens can have on the process if they simply take the time to engage.  She provides technical expertise that includes: the monitoring and analysis of legislation and regulations relevant to special populations; the development of training seminars; the development of mass media campaigns; the development and maintenance of professional and community databases; the development of behavior modification programs; the design, implementation and evaluation of clinical trials and focus groups; the planning and implementation of special events; the development and/or distribution of educational products and materials to health, legislative, social science, public safety and financial experts, academic institutions and clinical centers; the development of national, state and local coalitions to further clients’ goals and objectives; and the recruitment of targeted professionals, legislators, community leaders, corporations, academicians and the media to lead the efforts.

She has served as a special expert, contractor/consultant/advisor for organizations like the: Congressional Black Caucus (CBC); National Institutes of Health (NIH); Center for Medicare and Medicaid Services (CMS); Centers for Disease Control and Prevention (CDC); Office of Minority Health (OMH); Health Resources Services Administration (HRSA); U.S. Department of Education; U.S. Department of Transportation; Environmental Protection Agency; United Negro College Fund (UNCF); National Medical Association (NMA); National Black Nurses Association (NBNA); Center for Science in the Public Interest (CSPI); and, the Government of the District of Columbia Government.  She has a Master of Administrative Science from Johns Hopkins and a Bachelor’s of Arts in Psychology and Sociology from American University.  She is the founder of Global Assessment and Training Solutions, a body of special experts who share her commitment to improve the lives of all people on the planet.
